1) You must create a database and a user for that database first (Click here for an article on how to do that)
2) Log into CPanel and click on the icon labelled "phpMyAdmin" under the "Databases" section.
3) In the left panel, click on the database you want to import the data to.
4) On the top navigation, click on the link "Import"
5) Browse to the file you want to import.
6) At the bottom right (usually in that position) of the screen, click on the button labelled "Go"
7) Now wait while the database is being imported. DO NOT click on any links or navigate away from the site.
8) If the import was successful you will see a message "Import has been successfully finished, xxx queries executed." You will also now see all the tables in the left hand navigation.
